Utility Coordination

Adjustment of existing utilities is a key component to most highway improvement projects. A lack of attention to this component can cause delays and unnecessary increases in construction cost to both roadway construction and utility adjustments. As experts in the area of Utility Coordination, G&A has minimized conflict costs and reduced construction delays by following TxDOT’s Utility Accommodation Rules (UAR), Texas Law and Federal Regulations on several projects for TxDOT. The following outline clearly identifies the processes we follow and our team’s abilities and experience to properly oversee projects to completion.

Utility Coordination typically involves the development of a comprehensive utility coordination plan which complements the TxDOT Cooperative Management Process. This process includes:

  • Developing a utility contacts list for those companies potentially affected by the project.

  • Organizing and conducting preliminary design meetings to present preliminary design and schedule information to utility companies, to obtain their input and instill a spirit of cooperation between all involved.

  • Ensuring that the SUE data is incorporated into the design plans.

  • Providing standard agreements and forms to the utility owners for the development of utility agreements.

  • Organizing and conducting all prescribed coordination meetings to understand the needs and requirements of each utility owner making available as many conflict resolution options as possible.

  • Developing and maintaining a utility tracking system and schedule to monitor the utility milestones. Reports are generated and provided to TxDOT, including, utility assembly status reports, utility design schedules, and sequence of work schedules.

  • Utility Construction Management and Verification activities are provided to ensure compliance with the MUTCD and SW3P, verifying that the utilities are constructed in conformance with the UAR and that they are constructed in accordance with the plans and specifications included in the approved agreement (materials, horizontal & vertical alignment, backfill material/compaction, restoration).

  • Assisting TxDOT staff, as directed, in the review of invoices and final payment requests following the acceptance of the relocation.
